{"id":7512,"date":"2026-07-06T11:50:45","date_gmt":"2026-07-06T10:50:45","guid":{"rendered":"https:\/\/prisonersadvice.org.uk\/wordpress\/?p=7512"},"modified":"2026-07-06T11:50:50","modified_gmt":"2026-07-06T10:50:50","slug":"government-announces-independent-review-of-prison-system","status":"publish","type":"post","link":"https:\/\/prisonersadvice.org.uk\/wordpress\/2026\/07\/06\/government-announces-independent-review-of-prison-system\/","title":{"rendered":"GOVERNMENT ANNOUNCES INDEPENDENT REVIEW OF PRISON SYSTEM"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">On 1st July, the government announced the launch of an independent review of the prison system, to be led by former Conservative Home Secretary Amber Rudd &#8211; and which will be supported by a range of penal experts.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government maintains that the prison system faces ongoing and future challenges that are not widely understood, shaped by pressures across capacity, safety and decency, security and rehabilitation, as well as the age, condition and configuration of the prison estate. It claims that though recent investment and action have mitigated some pressures, the underlying risks remain structural and long-term in nature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The independent review, therefore, is intended to&nbsp;<em>\u201cprovide a strategic, risk-based assessment of the current, emerging and future risks and opportunities facing the prison system<\/em>\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It will consider:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Security risks, including drugs, drones, escapes and corruption, as well as emerging threats such as cyber risks<\/li>\n\n\n\n<li>Safety and decency, including violence, self-harm, crowding and the condition of the physical estate<\/li>\n\n\n\n<li>Capacity pressures, including maintaining sufficient prison places and managing crowding<\/li>\n\n\n\n<li>Workforce challenges, including capability, non-effective staffing levels, sickness absence and attrition\u00a0<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The review is also expected to\u00a0<em>\u201cidentify practical and deliverable options for reform to improve the resilience, performance and effectiveness of prisons\u201d,<\/em> though the Terms of Reference explicitly state that there will be no new funding to deliver any such improvements.<\/p>\n\n\n\n<p
