the Criminal Justice System Criminalise Poverty?"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Prisoners\u2019 Advice Service (PAS) is lending its name to an alliance of academics, lawyers and practitioners from the voluntary sector who have come together to address the question, \u201c<em>Is it a crime to be poor<\/em>?\u201d\u00a0 <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The alliance aims to raise awareness, address MPs and\nadvocate for changes to the law, which currently underpins a direct link between\npoverty and incarceration. &nbsp;For instance,\nfew people know that non-payment of the Council Tax or the TV licence can result\nin incarceration.&nbsp; But owing money is not\na crime: magistrates should not send anyone to prison because they owe money on\ntheir TV licence.&nbsp; The reason that many\nare sent to prison is often because the magistrates have made a number of\nserious errors.&nbsp; For example, the means\nenquiry which should take place to establish a debtor\u2019s financial resources, income\nand outgoings has been perfunctory or inadequate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The alliance will stage its first one-day event on 8th July at the University of Birmingham.<\/p>\n\n\n\n<p
